Harnek holds a Masters of Business Administration, Diplomas in Aeronautical Engineering (Operational Technology) and Personnel Management and is currently Vice-President / Director, Business Excellence at Singapore Technologies Engineering Limited. Prior to his appointment with Singapore Technologies Group in Aug 1995 he headed the Productivity Development Unit at the Ministry of Defence (MINDEF), Singapore where he also served as Secretary for the MINDEF Productivity Committee and various related PRIDE Committees as well was Secretary for the Inaugural Public Service (PS) 21 ExCEL Committee .
Harnek is a Senior (Green Jacket) Singapore Quality Award (SQA) Assessor and has led many SQA and SQC Assessments teams, he is also a National as well as Supervisory Assessor for the People Developer Standard, People Excellence Award Assessor, Singapore Innovation Class and Innovation Award Assessor, Singapore Service Class Assessor, a Senior IQC (Innovation and Quality Circle) Assessor, a 5S Lead Assessor, SQC Best Practice Network Facilitator and an Associate Trainer and Consultant / Resource Person for SPRING, Public Service Center for Organizational Excellence (PSCOE) and Asia Productivity Organization (APO) Association.
He is also a member of the Singapore Productivity Association’s management committee and the PSCOE Advisory Committee. Harnek also serve as Advisor for Business Excellence to A* Star (Agency for Science, Technology and Research) and sits on Nanyang Institute of Management’s Academic Advisory Board. He has presented on productivity and business excellence topics at various seminars/conventions in Hong Kong, South Korea, Australia, Thailand, India, China, Malaysia, Indonesia, Singapore, Philippines and Kazakhstan since 1991.
